The establishment requires the drafting of a Bill of the Higher Education Ministry and a Bill of National Research and Innovation. These bills will deal with guidelines for the establishment of the ministry, and an educational structure to support the operations of the economic base and accommodate national development.
The Deputy Education Minister says that the bill is being drafted by the Council of State and is expected to be finished by August. Then it will be returned to the cabinet to be approved and forwarded to the National Legislative Assembly early in September. The new ministry is expected to be established in November but will start working in February 2019.
